as she does in bullying Israel to make concessions, no doubt there would have been a strong Chapter 7 mandate, instead of the weak 1701 Resolution.
As it was, Secretary Rice appeared eager to give in on the original American position and conceeded to the demands of the Arabs and the Europeans.
With the result being a token UNIFIL force with observer status only. And that's exactly what they do, observe and watch Hizbullah re-arm and re-supply.
This is revealed from the contents of a letter entitled " Security Council discussions" sent by the Israeli deputy ambassador to the UN, Daniel Carmon, to the Israeli Foreign Ministry.
The letter describes a conversation between former U.S. Ambassador to the UN, John Bolton, and Dan Gillerman, the Israeli Ambassador to the UN.
Bolton related to Gillerman that Condoleezza Rice had taken the task of negotiations upon herself and was personally involved in all of it's details.
In regards to the final draft resolution cease-fire Bolton said:
"Rice is the one who agreed to the last two changes that were discussed..."
Those last two changes were caving in to the Arabs and Europeans who wanted the weak 1701 toothless resolution with no enforcement mandate, as opposed to the much tougher Chapter 7 mandate. As well as a mention of Sheba Farms.
Now why didn't Rice display some spunk and zeal, and insist on the tough Chapter 7 mandate and not back down? The following tells us why.
A report from insightmag published in August 2006 during the war states:
"Secretary of State Condoleezza Rice has become increasingly dismayed over President Bush's support for Israel to continue it's war with Hezbollah."
" State Department sources said Miss Rice has been repeatedly stymied in her attempts to pressure Israel to end strikes against Hezbollah strongholds in Lebanon. Sources said the Secretary's trip to the Middle East last week was torpedoed by the Israeli air strike of a Lebanese village in which 25 people were killed."
"I've never seen her so angry", an aide said.
The report leaves off the fact that terrorists deliberately launched their Katyusha missles from civilian areas. Hoping for civilian casualties for propaganda use. See Hezbollah's Civilian Strategy-Epoch Times.
To his credit, President Bush resisted calls for an immediate cease-fire. In the hopes that Israel would be able to inflict significant damage on Hezbollah. Perhaps a decisive crippling blow. But the Olmert government missmanaged the opportunity.
Condi Rice was in the camp of those advocating an immediate cease-fire. This explains her lack of zeal to hold firm for the tough Chapter 7 mandate. Her wilingness to conceed to the weak token 1701 UNIFIL resolution. And as a consequence, the re-arming and re-supplying of Hizbullah. Or Hezbollah, which ever the correct spelling is. I've seen both.
However, when it comes to demanding Israel make travel easier for terrorists, or other concessions, Condi Rice displays a zeal and tenacity unmatched by no other.
Update: 04/02/08- Aaron Klein of WorldNetdaily reports that the recent removal of security roadblocks in Judea and Samaria, due to pressure from Rice, may have enabled an attempted terrorist attack.
Update: 04/24/08- Unifil "peacekeepers" stopped a truck that was suspected of containing arms, upon attempting to inspect, the Unifil troops were run off by Hezbollah gunmen.
